Indictment Filed Against a Suspected Supporter of the Foreign Terrorist Organisation “Islamic State”

On 17 June 2025, the Federal Public Prosecutor’s Office filed an indictment against

the Syrian national Mohammad A.

before the State Security Chamber of the Higher Regional Court Berlin (Kammergericht Berlin).

There are sufficient grounds to suspect the accused, a juvenile bearing criminal liability (sections 1, 3 of the Youth Courts Act), of support of a foreign terrorist organisation (section 129a para. 1 no. 1, para. 5, section 129b para. 1 of the Criminal Code [StGB]) and preparation of a serious violent offence endangering the state (section 89a para. 1, para. 2 no. 1 StGB).

In essence, the indictment sets out the following allegations:

Mohammad A. adhered to the ideology of the terrorist organisation “Islamic State” since no later than April 2024. Between mid-July and August 2024, he was in contact with a young adult from Austria who was planning a bomb attack on a Taylor Swift concert in Vienna. The accused assisted the young adult in his preparations by, among others things, translating a bomb-making manual from Arabic and establishing contact with a member of the Islamic State abroad via the internet. Furthermore, the accused sent the young adult a template for the pledge of allegiance to the Islamic State, which the latter used to join the organisation as a member.

The accused is not in custody.
