Indictment Filed Against a Suspected Member of the Foreign Terrorist Organisation “Kurdistan Workers’ Party (PKK)”
On 11 June 2025, the Federal Public Prosecutor’s Office filed an indictment against
the Turkish national Mehmet K.
before the State Security Chamber of the Berlin Higher Regional Court (Kammergericht).
There are sufficient grounds to suspect the accused of participation as a member in the foreign terrorist organisation “Kurdistan Workers’ Party (PKK)” (section 129b para. 1 in conjunction with section 129a para. 1 no. 1 of the German Criminal Code).
In essence, the indictment sets out the following allegations:
Since 2014, the accused served as a full-time PKK cadre and assumed decision-making responsibilities that are typical of a “head of sector”, in particular the coordination of the organisation’s structural, personnel and propaganda affairs. Between October 2014 and June 2015, he was in charge of the sector “South 2” and the area “Stuttgart”. He subsequently served as head of the area “Cologne”, at least until the end of 2015. Between June and November 2024, he did not only have oversight over the area and region “Berlin”, but also headed sector “North”, including the PKK regions “Hamburg”, “Berlin”, and “Lower Saxony”, at the organisation’s most senior level in Germany. The accused gave orders to subordinate cadres and activists and oversaw their execution. He participated in the organisation and implementation of propaganda events and gatherings. Managing the collection of “donations” for PKK was among his key missions. As for Mehmet K. himself, he reported to the terrorist organisation’s so-called European leadership and had to obey its orders.
On 21 November 2024, the accused was taken into custody and has since been in pre-trial detention (see Press Release No. 68 of 22 November 2024).
