Arrest Warrant Obtained Against a Suspected Supporter of the Foreign Terrorist Organisation “Islamic State (IS)”

Today (5 June 2025), the Federal Public Prosecutor’s Office obtained an arrest warrant against

the Russian national Akhmad E.

from the Investigating Judge at the Federal Court of Justice.

Akhmad E. is strongly suspected of supporting a foreign terrorist organisation (section 129a para. 1 no. 1, para. 5., section 129b para. 1 of the German Criminal Code [StGB]) as a young adult (section 105 of the Youth Courts Act). He is also suspected of attempted membership in a foreign terrorist organisation (section 129a para. 1 no. 1, section 129b para. 1, sections 22, 23 StGB) and preparation of a serious violent offence endangering the state (section 89a para. 2 StGB).

Essentially, the arrest warrant against the accused sets out the following allegations:

Akhmad E. is a follower of the ideology of the foreign terrorist organisation “Islamic State”. Acting on the organisation’s behalf, he translated propaganda material from Russian to Chechen. On 20 February 2025, he went to Berlin-Brandenburg Airport to travel from there to the area where the “Islamic State” operates, to join the organisation and undergo military training there. He was arrested prior to boarding.

The suspect has since been in pre-trial detention, namely in execution of an initial arrest warrant issued by the Lower Court of Brandenburg an der Havel on 21 February 2025. The Federal Public Prosecutor’s Office has taken over the proceedings from the General Public Prosecutor’s Office Brandenburg. Today, the suspect was brought before the Investigating Judge at the Federal Court of Justice. The arrest warrant issued by the Investigating Judge at the Federal Court of Justice substitutes the prior warrant of the Lower Court of Brandenburg an der Havel.
