Indictment Filed Against a Suspected Supporter of the Foreign
Terrorist Organisation ‘Islamic State’
On 29 October 2024, the Federal Public Prosecutor’s Office indicted the
German-Moroccan-Polish national Soufian T.
before the State Security Chamber of the Düsseldorf Higher Regional Court.
There are sufficient grounds to suspect the accused of supporting a foreign terrorist organisation (section 129a para. 1 no. 1, para. 5, section 129b para. 1 sentences 1 and 2 of the German Criminal Code [StGB]) and violating foreign trade regulations (section 18 para. 1 no. 1 a) of the German Foreign Trade and Payments Act [AWG] in conjunction with the relevant provisions of the European Union). Furthermore, he is accused of preparing a serious violent offence endangering the state (section 89 para. 1, para. 2 no. 1 of the German Criminal Code).
In essence, the indictment sets out the following allegations:
Soufian T. identified himself with the ideology of the foreign terrorist organisation ‘Islamic State’. On three separate occasions in September 2023, he transferred a total amount of USD 1,675 to an account of the ‘Islamic State – Khorasan Province’, using an online cryptocurrency exchange platform. On 7 June 2024, Soufian T. went to Cologne/Bonn Airport to travel from there to the area where the ‘Islamic State’ operates, join the organisation and undergo military training there. He was arrested prior to boarding.
The accused has been held in pre-trial detention since his arrest on 7 June 2024 (see Press Release No. 31 of 10 June 2024).
